The AGTD however is uncapable of enforcing rules and regulations. Last time I checked, I cant just drive my station wagon up to a hotel and say, "wanna ride? its for tips, but i ussually get 20 bucks." And even if i had permission from the hotel, I would still be operating an illegal transportation service. Someone correct me if im wrong here.
