If the guy was riding a bike with one band brake, his political beliefs would have no affect on him being able to stop the bike while going down a steep hill while heavily loaded. It has been reported that he was also new to Seattle, and new to the job. Not knowing how to match the limits of your vehicle to the terrain that you are operating the vehicle on would tend to make an accident more likely. Too bad about his points of view.
